The SRD grant was first introduced in May 2020 as a temporary measure to assist those most affected by lockdown measures. Since then, it has been renewed several times. The ongoing debate over its future involves challenging funding decisions and compromises.

However, as approvals from the South African Social Security Agency (SASSA) declined, millions of people who previously received the grant have not done so since April of last year. During a presentation on medium-term fiscal policy to parliament, Minister of Finance Godongwana stated that the number of people receiving the SRD grant decreased from 10.9 million in March to just under 4.8 million in April 2023, according to SASSA.

The number of inquiries also dropped significantly during this time, from about 15.8 million in March to 8.1 million in April. While applications and approvals have increased since March, they remain well below the 10.5 million limit set by the Department of Social Development (DSD). SASSA responded to a congressional inquiry stating that the number of applications in August was just over 12 million, with 7.4 million approvals.
